Alma Cívica identified a growing gap between citizens and their authorities, exacerbated by the lack of political participation and the limited representation of marginalized groups. The leadership crisis and misinformation were significant barriers that needed to be addressed to restore confidence and effectiveness in democratic governance. In this context, Alma Cívica has emerged as a beacon of hope and transformation in Paraguay. This non-governmental organization has undertaken a series of initiatives that not only revitalize citizen participation but also promote innovation and strengthen democracy at the local level.

In response to citizen disconnection and distrust in democratic institutions, Alma Cívica deployed several initiatives.

The flagship program, Academia Táva Apo, has trained over 50 community leaders and councilors in 25 cities, providing them with theoretical and practical tools to lead urban development projects and public policies. The training has enabled participants to design and implement solutions that address local problems and promote greater citizen participation. A notable example is the implementation of policies for the protection of public spaces and the promotion of community engagement, which has improved the quality of life and governance in several communities.

The initiative, Concurso Experimentá tu Ciudad, focusing on the revitalization of public spaces and the strengthening of social fabric, has driven innovative projects in 16 cities. Resulting in tangible outcomes such as the revitalization of the old train station in Villarrica and the creation of community libraries, demonstrating how collective action and collaboration with authorities can transform communities. The initiative not only provides financial support but also offers mentorship to ensure the sustainability of the projects.

Aimed at young leaders, the intensive Bootcamp for Democracy has provided them with tools to actively participate in democratic processes and defend the values of democracy in their communities. Participants have learned to mobilize their communities, fight against misinformation, and advocate for positive changes.

Lastly, the Local Public Policy Mentorship program has been crucial in training councilors in the formulation and implementation of effective public policies. The mentorship has facilitated the implementation of more than 20 public policies projects that have improved transparency and citizen participation in municipalities. These policies range from creating spaces for public accountability to promoting community participation in decision-making.

Alma Cívica’s initiatives are having a significant impact on Paraguayan democracy. Positive outcomes include increased participation of young people and diverse groups, strengthened local governance through more inclusive and transparent policies, and greater resilience against misinformation.
