The 2025 OGP Global Summit will be held in Vitoria-Gasteiz, Spain, from October 7 to 9 (with related events spanning October 6–10). It will convene more than 2,000 government officials, civil society leaders, policy-makers and technologists from around the world to share progress, lessons, and innovations in open government. The Summit is the ninth in OGP’s series of global gatherings and will include plenaries, breakouts, high-level roundtables, side events, and networking opportunities.

A thematic emphasis at the Summit will be on the intersection of people, institutions, and technology. In particular, Spain’s leadership (as Co-Chair of OGP) has prioritized issues around digital rights, algorithmic transparency, data governance, and the ethics of AI in public administration. During the Summit, the Open Gov Awards will recognize standout reforms submitted via the Open Gov Challenge, celebrating innovation in transparency, participation, and accountability. The agenda was shaped through a participatory process: over 675 participants from 96 countries proposed topics and voted on session ideas, resulting in more than 50 sessions.

The 2025 Summit is seen as an important moment for the open government movement, as democracy worldwide faces pressures from disinformation, shrinking civic space, and technological challenges. It offers a platform to renew momentum, forge new partnerships, and drive higher ambition in commitments, especially in contexts where implementation gaps have been identified. The choice of Vitoria-Gasteiz, a mid-sized city celebrated for sustainability and good urban governance, is symbolic of the goal to embed open government across all levels of administration (local, regional, national).
