This handbook introduces readers to service delivery issues within the South African government and potential solutions. It contains information about service delivery monitoring tools, supply and demand-driven monitoring, civil society initiated monitoring tools, and the different manners of social accountability monitoring of service delivery tools. Any group of people who would like to be more informed and empowered can use this handbook. Groups using the handbook will be able to participate more actively in service delivery monitoring from a social accountability level.
