Corruption is a barrier to the success of mitigation and adaptation initiatives and has caused multiple other harmful impacts on human society and the environment. The good news is that integrity controls can thwart corruption. By applying controls that close systemic weaknesses in climate finance processes and neutralise enabling factors for corruption, climate actors can protect the integrity of climate initiatives.
This report highlights findings and lessons from cases of corruption documented in our online Climate and Corruption Case Atlas, the first digital tool of its kind. The report analyses corrupt behaviours, enabling factors and the negative impacts of cases in the Atlas, and makes recommendations based on this analysis to stakeholders involved in managing climate funds. Adopting the recommendations will ensure better consistency in integrity controls across agencies that provide climate finance and the jurisdictions in which climate initiatives are implemented.
