In order to participate in OGP, governments must exhibit a demonstrated commitment to open government by meeting a set of (minimum) performance criteria across key dimensions that are particularly consequential for increasing government responsiveness, strengthening citizen engagement and combating corruption and an adherence to the democratic governance norms and values set in the Open Government Declaration. OGP’s Eligibility Criteria is twofold: 1) countries must earn a minimum score across four Core Eligibility criteria and 2) pass the OGP Values Check assessment as outlined below. The Support Unit updates eligibility scores in the first half of each year, using the most up-to-date information from each data source available at the time of the review. Objective, third-party indicators are used to determine the extent of country progress on each of the dimensions, with points awarded as described in this page.
