In 2011, Law No. 20,500 was promulgated, on Associations and Citizen Participation in Public Management, which has in one of its provisions the modification of Law No. 18,695, Constitutional Organic Law of Municipalities, in the which includes the creation of the Communal Councils of Civil Society (COSOC) in all the municipalities of the country as one of the tools of citizen participation consolidated by law and that have a consultative nature and a role of support and validation from civil society to municipal management.
