This guide is based on the conviction that peer reviews should — and can — have a much greater practical effect and make stronger contributions to anti-corruption than they do at present. Its aim is to provide some concrete help to those both within and, particularly, outside governments to enable them to make better use of peer review reports as instruments of real change.
