This paper analyses how emergency measures during the pandemic have permitted some governments to consolidate power, enrich individuals or political factions at the expense of the public and abrogate human rights. This creeping accumulation of powers should give us pause – and impel us to consider how to best support the institutions and mechanisms that were designed to mitigate such threats. Independent governmental institutions – bodies established under the constitution or the law to promote transparent and accountable governance, mitigate corruption and protect human rights – should serve as guardrails to keep democracy on track.
