This guidance note aims to identify what civic interventions have successfully incentivized more policy-focused political parties. The publication examines four case studies of the National Democratic Institute’s programming in Belarus, Liberia, Slovakia, and Uganda and draws lessons learned and best practices to inform the design and implementation of future party programs. In addition to the case studies, the research includes NDI’s research methodology, theory of change, findings, and recommendations for future programs and civic organizing efforts.
