Deterring transnational repression can start with American leadership. Freedom House recommends that the Biden administration and Congress:1. Use targeted sanctions against perpetrators 2. Take steps to combat Interpol abuse 3. Ensure that law enforcement has the tools needed to address transnational repression 4. Restrict security assistance to countries engaging in transnational repression 5. Work with the US Justice Dept. to better identify individuals carrying out transnational repression
