Uruguay is one of the protectionist and most isolated regions in the world. Nevertheless, the country is increasingly opening up through international trade. Agustin Iturralde, head of the Centro de Estudios para el Desarrolla in Montevideo, Uruguay, states that the lowering of tariffs and the increasing identification with liberal values among the population in particular are helping Uruguay to benefit from free trade.
